A 911 call center operator Pamela whose daughter is kidnapped is pushed into a dangerous situation with no choice of dispatching all police and fire rescue teams to remote locations all over the city where they will fall into prepared traps. Meanwhile, her estrange husband, a police officer Jeremy tries to prevent the city and their lives from being threatened as soon as possible.
